On 1 April 2026, FANRPAN and partners convened the Mozambique National Circular Food Systems Policy Dialogue at Universidade Eduardo Mondlane in Maputo, hosted by the Faculty of Agronomy and Forest Engineering in collaboration with the National Institute of Irrigation and the FANRPAN Mozambique Node. The dialogue brought together government ministries, research institutions, farmer organisations, private sector actors, and development partners to examine policy entry points for scaling circular food systems within Mozambique's national frameworks.

The dialogue was grounded in field evidence from the Circular Food Systems in Africa Project, including case studies from smallholder enterprises integrating crop-livestock systems, organic waste valorisation, and by-product utilisation. Farmer and producer experiences were presented directly within the session, keeping policy discussions anchored in practice. Participants agreed that the transition from pilot to scale requires not only policy revision but dedicated financing mechanisms and sustained coordination across government sectors.

Following the dialogue, a senior FANRPAN delegation led by CEO and Head of Mission Dr Tshilidzi Madzivhandila engaged government offices and development partners including FAO and the World Bank to ensure the findings reached the right desks. The dialogue outputs inform the Regional Policy Dialogue on Circular Food Systems, 26 to 29 May 2026, Bulawayo, Zimbabwe.

The policy architecture is not hostile to circularity. The gaps are real but closeable. What is missing is explicit policy language, targeted incentives, and coordination mechanisms that give circular food systems a formal home within national frameworks.
