The Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), in partnership Agricultural Consultative Forum (ACF) in partnership and CARE Zambia conducted A transformative Policy Advocacy Training in Choma, Southern Province, on 20 February 2025.
The power of informed, empowered communities is the foundation of climate resilience. The training was intended to equip 25 community leaders, including Ward Development Committee members, school administrators, and local government officials, with a single objective: to enhance their ability to influence policy regarding climate adaptation.
Rather than merely receiving aid, communities on the frontlines must be active participants in moulding the policies that impact their lives and environments in the face of climate change. Policy advocacy is the process of guaranteeing that the perspectives of local residents—those who are most affected by climate change—are acknowledged in decision-making environments. Community leaders can assist in the development of policies that are more sustainable, inclusive, and responsive when they are provided with the appropriate tools and knowledge.
The policy formulation cycle was employed to introduce participants to the fundamentals of policy development during the training, which was conducted as part of the CBA-SCALE+ project. Leaders investigated methods for comprehending and shaping policy at different stages. Demand services that are promised under government frameworks, – Hold public officials accountable, – Engage with critical policies such as Zambia’s National Climate Change Policy and the National Adaptation Plan . The sessions were practical, participatory, and customised to the Zambian context, utilising a training manual formulated by the FANRPAN Regional Secretariat.
Inspiring Local Leadership for Change One of the most thrilling results. Each ward in the project’s target district, Zimba, was represented, and each ward will submit possible names of organisations or individuals who can be identified as Policy Advocacy Champion for Community Based adaptation activities. These champions will be responsible for transferring their knowledge to their communities, where they will act as local advocates and mobilisers for climate-resilient development. Establishing a Movement from the Ground up.
This training’s achievement represents a significant advancement. It demonstrates that policy advocacy does not commence in the capital; rather, it commences in communities. These leaders will not only increase awareness of climate issues but also implement tangible policy changes that enhance livelihoods, safeguard natural ecosystems, and fortify resilience throughout Zambia with ongoing support.
