Malawi signs the Comprehensive African Agriculture Development Programme (CAADP) Compact

On Monday the 19th of April 2010, Malawi Deputy Minister for Agriculture and Food Security, Honourable Margaret Mauwa, MP presided over the ceremony of the signing of the CAADP Compact Agreement to support implementation and management of the Agriculture Sector Wide Approach (ASWAp) in Malawi. Malawi became the sixth member state in the Common Market for Eastern and Southern Africa (COMESA) region to sign the CAADP Compact, alongside Rwanda, Burundi, Ethiopia, Swaziland more recently Uganda.

The signing ceremony which was attended by over 150 delegates was the culmination of several consultation processes with different government ministries, the Farmers’ Union of Malawi, the Donor Community on Agriculture and Food Security (DECAFS) and the civil society represented by FANRPAN Malawi country node Civil Society Agriculture Network (CISANET).

Keynote speeches were given by AU/NEPAD Chief Executive Officer, for NEPAD, Hon. Dr Ibrahim assane Mayaki, COMESA Secretary General Hon. Sindiso Ngwenya, National Coordinator of DCAFS, Dr Vincent O’Neill, the Chairman (CISANET), Mr Edson Lusako Musopole, and the President of Farmers Union of Malawi (FUM), Mr Abiel Keriyala Banda. In his welcoming remarks, Secretary for Agriculture and Food Security Dr Andrew T.Daudi emphasized that the Malawi Government has placed highest priority on the agricultural sector. ASWAp is Malawi’s National agricultural development and food security strategy and is aligned to the CAADP pillars and the overarching national development framework, the Malawi Growth and Development Strategy (MDGS).

ASWAp identifies three focus areas for priority investment to achieve sustainable growth and development; (i) food security and risk management, (ii) commercial agriculture, agro-processing and market development (iii) and sustainable agricultural land and water management. In order to achieve this government of Malawi has identified two necessary supporting programme pillars; (i) technology generation and dissemination and (ii) institutional strengthening and capacity building.

Mr Musopole speaking on behalf of Malawi civil society expressed commitment to the CAADP Compact process and in the implementation of ASWAp. He thanked the government for opening space for civil society to review and develop the Compact in collaboration with civil society. In the same vein, Malawi farmers represented by Mr Banda, President of FUM, pledged their support and commitment to ASWAp.
