Agricultural Consultative Forum (ACF)


Introduction

The Cooperative Agreement the Agricultural Consultative Forum (ACF) had with the United States Agency for International Development (USAID), the Royal Netherlands and Norwegian Embassies in support of its agricultural policy advocacy came to an end on January 31, 2008. In order to scale up the activities, the ACF prepared a Strategic Plan 2008-2011, in which it aligned its work to the Government of Zambia's Fifth National Development Plan (FNDP), which it will use as a framework for monitoring policy implementation and providing policy advice. On the basis of this strategic plan, the Forum developed requests for funding to United States Agency for International Development (USAID) and the Swedish International Development Cooperation Agency (SIDA).

The Forum has already signed an extension to the Cooperative Agreement of December 2004 with USAID extending the performance period to September 30, 2010. The total estimated cost has been increased by $614,694 from $300,000 to $914,694. SIDA on the other hand agreed to fund the Forum to the tune of USD 210,998 during 2008 while preparing a longer term agreement. In addition, the ACF signed a service contract with the European Union (EU) for monitoring food security situation in Western and North Western Provinces for the year 2008.

The ACF mission is to promote in a non-partisan manner, evidence based private-public sector dialogue, consultation and participation in the development, implementation, monitoring and evaluation of agricultural sector policies and programmes The ACF mission will be achieved through the following key strategic objectives:
  1. To provide a forum for dialogue and consultation on government policies and programmes among key stakeholders and contribute to information sharing coordination and networking between stakeholders;
  2. To monitor and evaluate the implementation of government policies and programmes and undertake agricultural policy analysis and research;
  3. To provide an efficient and effective institutional structure that is responsive to stakeholder needs
This Report is thus a record of the key achievements, constraints and challenges of the Forum in relation to achieving its key strategic objectives and set targets during the period 1st January to 30th June, 2008.
