The Memorandum of Understanding (MoU) for Programme Aid Partnership (PAP) states that dialogue and monitoring around the PARPA will take place between the Government of Mozambique (GoM) and the Programme Aid Partners (PAPs). It requires a Joint Review (JR) to take place, timed so as to fit in with Government's monitoring, planning and budgeting cycle. The Review will be carried out jointly by the GoM and the PAPs.
The JR is a broad review of PARPA (Plano de Acção para a Redução da Pobreza Absoluta) implementation based on indicators in the PAF (Performance Assessment Framework) with a focus on the principal Government planning and monitoring instruments.
The JR is also an assessment of PAP performance using the agreed PAP-PAF matrix. Overall the Joint Review provides a broad assessment of the implementation of the MoU and will make recommendations for improving the partnership.
Agree on an assessment of the GoM's performance in 2006 on PARPA implementation based on the PAF indicators, taking into account also the views of the civil society as resulting from the Poverty Observatory.
Agree on an assessment of PAP's performance, against the PAPs PAF indicators (based on an external evaluation of PAPs performance), in the context of the 2005 Paris Declaration on Aid Effectiveness.
Identify PAF indicators that may need to be modified in the Mid Year Review 2007.
